I don't know what *his* rationale is for advising that, but I find that I do it that way. You'll find that when you're cupping a microphone (especially if you hold the harp the way Portnoy tells you to), you get around much easier. You don't have to move the harp or your head nearly as much doing it that way.
Good move learning to tongue block early in your harp playing career! You saved yourself a lot of rework time doing that, I guarantee ya!
