I'm no expert as I just started a few months ago, but the Horner Special 20 in the key of C is under $20 on the web and about $25 at your local mall. It a pretty good harp and not much money. In your budget you could get it and a few beginners Books with CD's.
All I can say is after a few months my wife no longer banishes me to the garage when I'm practicing.
