My opinion of your problem is that it is most likely your technique that is the problem. I have been playing for 35 years, started with marine band, but now only use LO and have a full set in use every day.
I think the problem may be saliva trapping the reed.Take them apart and see if the reeds have movement. Remember that it is difficult to bend draw notes at the top end of any harp, you will need to spend a lot of time practicing single notes at the top end, it is quite an advanced technique..look at Dylan he still cannot get it right!!
In general LO harps are excellent value and hard wearing; thank god they came along to give some competition to the Hohner monopoly.
So, make sure they are dry and practice, you will get there in the end and it will be worth it
