no sound from the 9th & 10th holes

Hi, just got my son a pocket harmonica and he can't get any sound from the 9th and/or 10th hole. What can we do? He was up at 5:30 a.m. to practice, so we want to help him maintain the momentum. Do we need a new harmonica? Thanks.
