Can someone explain to me the difference in KEYS??

What keys are higher pitched than others? And why? For example, which is higher pitched, a C or F? Is there an order that it goes in or something? Also, when using a tuner, it states the letter of the note, and than also a number, such as "F4", what does the number mean?
