If you know the chords, then it's easy. But first you need to build a repertoire of licks. Each lick represents a chord, and when you string them together you produce a chord progression.
Blues usually follows this 12 bar chord progression:
I I I I IV IV I I V IV I V(or I if at end of song)
This is played by improvising licks that fit these chords. And that's the basis of blues harp playing.
