I am by far no expert. I am just learning as you are, but i thought i would let you know what helped me. It was actually a tip off this site...
When ppl said (or rather i read) about the "whistle" method i positioned my mouth precisely as if i were about to whistle. Lips puckered, with the outside of my lips touching the harp. This worked about 1/2 of the time, and it didnt seem to be improving. also it made it harder to breathe.
Then i read the tips on this site. (with pics) and it said that th inside of your lips shoould be touching the harp, and that basically you were trying to make a fishy face. (you know, sucking you rcheeks in with your lips puckered) except leaving your lips open enough to push air thru.
Of course the site explains it much better than i just did, so i highly recommend chcking out the tips here for single notes. They made a huge difference for me. :)
