Okay- Let's see if I can clear this up a bit.
take your finger and put it on your uvula, then run it down intil the tip of your finger falls into a pit in your throat. Holding your finger there, take your harp, and without drawing any sound at all, pull a hole. Feel that pit? That's the 'well' from which you 'draw' on a bend, that
little group of muscles there. When you bend a note, that pit should sink inward.
Okay- so?
So you use muscle, not wind, to bend a note.
