When I have trouble with any hole I try the following: I blow the hole, inhale the hole, blow the hole, inhale...
With each breath try to relax, change the way you purse your lips, open and close your throat, tighten and loosen your cheeks, try different articulations (ooooo vs eeeeee, etc).
You will notice the different tones each change creates and then you find the combination which sounds best (basically open and relaxed is what we strive for). One oddity of the harmonica seems to be that each hole requires a unique way to get that "just right" sound.
Just keep working that harp and it will come. Practice "Home on the Range" to get those high notes clear. It took me a good month to get that one to sound even recognizable.
