Unfortunately, all harmonica manufacturers have quality control problems. Almost any of the major brands can produce good harmonicas. I have great sounding Lee Oskars, Special 20's, Golden Melodies, Huang Silvertones, etc. I have also bought a lot of duds.
I think the quality control on the Lee Oskars is much better than the others. They are almost all playable, and maybe 70% are pretty good. This is much higher than the other brands, and this is one of the reasons Lee Oskars are recommended for beginners.
It is often hard for a beginner to tell whether it is the instrument or their own technique. Buying a reliable brand helps, but you may have to buy a few to get a good one.
