Ocassionally harmonicas (Lee Oskars and Hohners alike) are bad out of the box, but usually not. We all go through the same problems in the beginning. Directly above your post is a bolded headline that says- Common Questions. Click on the "Playing 2 draw" link. Also read through the Breathing section on this site.

: I purchased an Oskar Diatonic in A a few days ago. I immediately noticed that the Draw 2 really sounded weird - like a dying cat - in fact the only way I could get any sound out of it was to draw very easily and then the sound was hardly audible. I've been playing for around a year and have never had this problem on the Hohners. This was my first Oskar. After a few days of playing on it - it still won't sound. Has anyone else experienced this on an Oskar. I bought it here in Manhattan and want to return it if it is defected. Of course it could be my technique, but I've never had this trouble before. Thanks
