use a fine steel wool to scrub it off, it will scratch but rust is eating into the metal it's the best you can do.
A note for everyone, I have tried many many harps, Lee Oskars have by far the best quality stainless steel cover plates and screws and are virtually rustproof. I have had some harps for years, I soak them in water regularly etc, played at the beach, played after eating salty potato chips. So long as you dry them properly they never rust.
