First of all I assume it's a wooden comb harp you're soaking since soaking a metal or plastic harp is a complete waste of time. The reason it doesn't play immediately afterwards is most likely due to water around the reeds. Tap the harp on something soft (the palm of your hand) to shake out the excess water. Once you start soaking a harp you have to soak it every time you want to play it because the wood will shrink a little after it dries out causing a loss of air to the reed.
